| Situation |
The Department of Defence requires the development of policy, procedure and doctrine to
support the conduct of Defence operations and activities. These documents provide Defence
personnel and external agencies guidance and information on the employment of Defence
capability within the context of the contemporary strategic environment. The publications
must be current, informative, engaging and meet Defence design, content and format
requirements. |

| Response |
The O2C publication team consists of all the necessary staff to support the development
of publications and documents. This includes access to experienced authors, professional
editorial, graphical design and formatting staff. A document manager coordinates the
development of the document. Each publication undergoes the following developmental process:
- Conduct of national and international literature review
- Provision of initial brief establishing benchmark for new policy
- Facilitate the input from relevant stakeholders - for some publications this
includes a range of government agencies
- Author a draft for consideration by stakeholders
- Conduct two major workshops with key stakeholders to determine content, structure and graphical design
- Coordinate the input from major stakeholders and sub-authors
- Author final drafts in the correct format, structure and with the approved content
