| Situation | DSA was undergoing significant change as a result of major reviews of Security within Defence. These reviews and other changes created a flow on stressor effect both to staff and also to those people that they have to communicate with regarding the changes. The communication of such change often requires understanding both of the meaning for the changes and of the people involved in the changes. |
