Situation DCO is dedicated to supporting commanders in looking after the welfare of Defence families. DCO comprises over 200 full time established positions of both uniformed and civilian Defence personnel in locations across Australia. Considerable internal and external drivers such as the Defence White Paper, Defence Support Group reforms, DCO People Plan, and structures and processes within DCO required a review of the workforce requirements needed to match strategic direction.
Challenge The conference was designed to develop a more flexible and mobile workforce capable of meeting of the needs of DCO customers through the facilitation of the outcomes:

STRATEGIC/OPERATIONAL:
  • Conduct a thorough strategic analysis of existing Workforce options based on the Workforce Review
  • Decide on the structure to be adopted to align with future business requirements

BEHAVIOURAL:
  • Model expected future behaviour based on values of inclusion and accountability
  • Provide opportunities for executive level staff to INPUT-UNDERSTAND and ACCEPT their role in the organisation
Response The O2C facilitation team utilised a number of methods and techniques to challenge participants to explore the key issues in an inclusive and collaborative manner. These methods included clear negative emotions, role modelling, and De Bonos six hats theory. Participants were provided with a safe environment to discuss concerns, options and develop a series options that enabled a comprehensive review of the DCO workforce requirements.
Outcome The conference produced the following outcomes for DCO:

  • DECISION. The process will lead to a decision complete with supporting information
  • INPUT. All key staff will have had an opportunity to provide input into the way forward through a collaborative and robust process.
  • WAY FORWARD. Key executives will have the opportunity to identify how they will conduct themselves and also design an action plan to support the way forward.
