Situation Civil Aviation Safety Authority (CASA) is Australia's air safety regulator and operates as an independent statutory authority. CASA is encapsulated by its vision of "safe skies for all." Continuing to meet this vision requires CASA to create a living safety regulation environment that continuously monitors, checks and improves safety performance.

CASA have introduced a Certificate Management Teams approach to target safety in a comprehensive, strategic way. This multidisciplinary team approach creates a horizontal division of labour at the Frontline Managers level.
Challenge CASA requires CMT leaders to have specific skills to lead the transition to the new structure and new environment. These practical leadership and team building skills included leading change, developing high performing teams, managing a multidisciplinary team and performance management.
Response Building on the 2010 pilot program and supporting CMT Melbourne workshops, O2C designed and delivered a National CMTL workshop. This workshop brought existing and potential CMT together for the first time. This two day workshop, which was also aligned to the AQTF, incorporated a team building model and a leadership self-awareness instrument to provide a platform for exploring leading in a multi-disciplinary environment. Day one focussed on participants as leaders and day two focussed on developing effective teams. The workshop schedule was adjusted to address some specific participant concerns about the CMTL change.
Outcome The CMTL Program Report analysed collected data and information. This thorough report made seven recommendations to embed the leadership culture within CMTL and enhance productivity within CASA. These recommendations were accepted and O2C were engaged to brief and conduct a workshop with CASA Regional Managers.
